Personally, I'd probably cut the nobles political power out from under them at the knees. Limit what they can control and do and proceed to relocate the individuals living there into better living situations while the entire part of the city was torn down and rebuilt. That way you fix the problem while giving the people there a survivable lifestyle." He would say, turning his gaze back toward Ryuko as they waited on Eli's food to arrive.
