Consistently making bad calls in a fight can result in a penalty deemed by staff. Bad calls are defined by illogical arguments and otherwise abuse of the system.
In addition, Civilians will now be able to craft 1 X-rank item per year, per crafting skill. Basically this means that if you meet the conditions to craft an X-rank item on more than one crafting skill, you can craft one X-rank item correspondent to each skill, per year.

Description: This technique is just like the Shadow Clone Technique, however a more refined version meaning less chakra is required to keep each clone functional. Instead of a few clones, it creates a few hundred clones to even thousands. This technique removes the requirement that the creation of clones split the user's chakra evenly. Rather, each clone can have a specific amount of chakra apportioned to it. Each clone must have at least .1 chakra in order to be functional and must be created next to the user, though more could always be added to serve a greater purpose.
Weaknesses: When casting the Multi-Shadow Clone technique the user's stamina must be above 30 CP in order to maintain control over his/her clones. In addition, the user must maintain general concentration to maintain their clone's presence. If at any time the user is inflicted with heavy damage in contrast with their Constitution all clones will be dispersed. Once clones of this nature are dispersed, the chakra does not return to the user but is instead lost/spent as though it were a regular jutsu.

Description: This technique enables the user to control water and moisture around oneself much like Gaara controls his sand. It can be used to block most incoming attacks, bind or drown opponents, and shape the water into various attacks, allowing the user in conjunction with the Summoning Technique to allow water-based summonings to fight in areas that it normally need water to move around by either trapping the target in the same water or maneuvering the water to allow the summon to chase the target. It is able to extract and utilize groundwater, and as is very effective most areas, but useless in rocky areas.
Weaknesses: Just as the technique states it must require a source of water in order to be used. Rocky areas, or dry environments with very little moisture will make this technique unusable. Because freeform manipulation is only attached to the user's base Coordination, techniques, unique abilities, or items that increase the user's coordination do not affect one's freeform manipulation speed. Techniques, unique abilities, or items that wish to boost one's freeform manipulation capabilities must specify that they are doing so and are thus evaluated on that basis. If the user seeks to draw moisture from the air, they must do so from their immediate person (5m maximum), thus any volume of water created in this method will first generate from the user before it can be freeform manipulated outward. The user can freeform manipulate 1 cubic meter of the liquid for every tier of stamina that they have (only the user's base stamina is counted for this).
It is also important to note the relevance of a character's stats in deciding whether or not a character knows they are in a Genjutsu.
When it comes to using Genjutsu, you must keep a few things in mind:
- Chakra for a Genjutsu is paid at the time of casting in the form of the activation cost.
- The first post of the timer starts in the post after you cast the genjutsu.
- Upkeep for the Genjutsu does not begin until the Genjutsu has taken effect.
Example
Itachi is fighting Naruto and casts a Genjutsu that has a timer of 3 posts.
1st Post - Itachi casts the Genjutsu. He pays the activation cost.
