The concept of an omni-linkage through Space-Time can be considered a type of "Blockchain" which extends information through separate realities. Ethereum was marooned on this planet but through the Blockchain it hatched a plan to free itself from this place that it now called the Jūkyo. It would meld the DNA of the two Ōtsutsuki it had captured to produce a pure blooded Ōtsutsuki child. This child would then be psychologically molded as Ethereum saw fit. It took fragments and memories from other versions of the child's mind. Each iteration of the entity learning from the other's mistakes such that each time, the offspring was better suited to perform its task. This child would then be sent out to other worlds. In the case of this particular Child, these appendages are an adult human hand. The hands have a decrepit look to them but they are unusually powerful. For 250 Experience, the Child can instantly conjure up to 10 hands around his immediate person. An additional 250 Experience raises this amount to 20, and again, to 30 (Total: 750 EXP). The manipulation of these hands cost 2 CP (Activation) and 1 CP per post (Upkeep) but they are unable to perform handseals.

Its sentience is linked across the universes under a decentralized framework whereby new iterations of itself are constantly adding and verifying experience, information and strategies. Each "block" of information is added to the past collective understanding of the multi-verse. This forms an immutable blockchain of information that Ethereum hopes will one day lead it to omniscience. The Child can passively tap into a micro-fraction of this blockchain so as to aid in his own survival and bring the xeno-fungus's plan to fruition. This ability grants a passive +2 Tiers to Intelligence and a +1 Tier to Constitution. This ability costs 1,000 Experience to unlock.

Smart Contract: Ethereum is capable of sending out more of its presence and flesh matter under the rubric of a Summoning Contract. This contract, however, is unlike many others. It is a "smart" contract in that Ethereum, through the Child, is able to assess the conditions of the battlefield and boost its lesser spawn accordingly. The Ethereum contract will be registered separately from this Enhanced State Restricted. This contract is more powerful than others as it grants: (1) an Exclusive Unique Ability unique to the contract and (2) a passive +1 Tier stat buff to any summon brought out into the world (selected upon summoning). This boost cannot take a stat past A-Tier. This ability costs 500 Experience to unlock.

Ethereum's abilities are not granted freely. In order to use them, Chen must draw Ethereum Points from his Ethereum Pool. The fueling system for this Restricted is akin to that of Sage Mode. The user's Ethereum Pool starts out at 0 (zero) but can be increased through investment with EXP. The limit to how much they can have is equal to half of the user's Base Stamina worth of Chakra. By stabbing any non-living surface with a chakra rod, Chen can create a mini-conduit into another dimension allowing him to transmit Ethereum's power into himself. He does so at a rate of 10 Ethereum Points per round. This process requires that he wait 72 hours before his pool is filled to 100%. No partial wait times are permitted, the user must wait the full 72 hours or nothing is gathered.

Alternatively, a player can do a mini "flashback" recalling that they gathered Ethereum Points at a previous point in time. This allows the user to start with 50% of their Ethereum Pool filled by paying 250 Experience upon entry into the thread. It requires that the user actually have 250 Spendable Experience available per their most recent update and that they declare their exercise of this option in an OOC note in their post. - Digital Providence: 30 hands for 5 EP that can travel up to 500m. With Strength and Con of A and travel at the speed equal to the user's Perception, all for 5 EP? Either reduce the number of hands or increase the EP cost. Which can be used to do Human Path non-sense? No, you're going to have to reduce this significantly. If not, I'll pull this restricted until it gets changed.

Alternatively, a player can do a mini "flashback" recalling that they gathered Ethereum Points at a previous point in time. This allows the user to start with 50% of their Ethereum Pool filled by paying 250 Experience upon entry into the thread. It requires that the user actually have 250 Spendable Experience available per their most recent update and that they declare their exercise of this option in an OOC note in their post. If they fail to make this declaration in their entrance post, they may not exercise this option. By spending 500 EXP, the user may receive the option to passively gain 5 EP per post

Digital Providence: Providence is one of Ethereum's most potent abilities. The Child acts as a living conduit into the realm of Earth. Ethereum's access to Earthspace, however, is imperfect. It is thus only able to manifest certain appendages. The Child's imagination and traumatic experiences shape the form in which Ethereum's entry takes. In the case of this particular Child, these appendages are an adult human hand. The hands have a decrepit look to them but they are unusually powerful. For 250 Experience, the Child can instantly conjure up to 10 hands around his immediate person. An additional 250 Experience raises this amount to 20, and again, to 30 (Total: 750 EXP). The hands are responsive to the Child's perceptive capacity as Ethereum is primarily interacting with his awareness as opposed to his muscles. The hands move at a Speed and Coordination equal to the Child's base Perception. They have a Constitution and Strength of A-Tier and a range of 250 meters from the user (500m effective range if you think of it as a circle with the user at the center) The manipulation of these hands cost 10 EP to maintain but they are unable to perform handseals. The Human Path cannot be used through the hands.

Blockchain: Ethereum's consciousness operates under the same fundamental thesis as a distributed ledger. Its sentience is linked across the universes under a decentralized framework whereby new iterations of itself are constantly adding and verifying experience, energy, information and strategies. Each "block" of information and raw power is added to the past collective understanding of the multi-verse. This forms an immutable blockchain of information and raw power that Ethereum hopes will one day lead it to omniscience. The Child can passively tap into a micro-fraction of this blockchain so as to aid in his own survival and bring the xeno-fungus's plan to fruition. This ability grants +1 Tier to Intelligence, +1 Tier to Coordination, +1 Tier to Strength, +1 Tier to Speed, +1 Tier to Perception. These boosts cost 5 EP to maintain. .  This ability costs 1,000 Experience to unlock.

Smart Contract: Ethereum is capable of sending out more of its presence and flesh matter under the rubric of a Summoning Contract. This contract, however, is unlike many others. It is a "smart" contract in that Ethereum, through the Child, is able to assess the conditions of the battlefield and boost its lesser spawn accordingly. The Ethereum contract will be registered separately from this Enhanced State Restricted. This contract is more powerful than others as it grants: (1) an Exclusive Unique Ability unique to the contract and (2) a passive +1 Tier stat buff to any summon brought out into the world (selected upon summoning). This boost cannot take a stat past A-Tier. This ability costs 500 Experience to unlock.

As stated in my reset here, I have made a few adjustments to this Restricted to compliment my new build. Changes in red.

30 hands is still way too many. drop it down to 20 and we'll call it good. The original range of 500 is also fine just reduce the amount of hands. That is just way too much. Especially since the way to counter them is to destroy them which they can instantly come back with no repercussions. That's too much.

I think my only question is for the hands not being able to use the Human Path through them, can they use other touch-based techniques through them? If yes, I think 500m range is overkill on those.

While other worlds teemed with life and activity, vast expanses of space remained dark and stagnant. It was from that nothingness that Ethereum was born.

Ethereum is a persistent Boltzman Brain, a self-aware entity randomly assembled via a rare thermodynamic fluctuation. The cause is as of yet unknown, but what is known is that the moment this being achieved sentience, it was driven by a single purpose: Survive. Eventually, Ethereum crashed on a distant planet. A world with a primitive civilization and a harsh environment. The hybrid organism consumed all it could to stay alive but its growth was limited. It was, after all, an entity that should not exist by natural law. Its death was delayed by the fortuitous arrival of a pair of Ōtsutsuki. The space-faring tribe of extra-terrestrials had marked the planet for colonization and thus seeded a God Tree there. The flora and local populace provided much needed nourishment to Ethereum. Its continued expansion posed a threat to the Ōtsutsuki's plans and so they tried to destroy it. They failed and Ethereum claimed their bodies and souls for its own purposes. Using its latent abilities and combining it with its own, the cancerous form of life was able to extend its power across realities. It formed linkages with other iterations of itself across the Multi-verse.

The concept of an omni-linkage through Space-Time can be considered a type of "Blockchain" which extends information through separate realities. Ethereum was marooned on this planet but through the Blockchain it hatched a plan to free itself from this place that it now called the Jūkyo. It would meld the DNA of the two Ōtsutsuki it had captured to produce a pure blooded Ōtsutsuki child. This child would then be psychologically molded as Ethereum saw fit. It took fragments and memories from other versions of the child's mind. Each iteration of the entity learning from the other's mistakes such that each time, the offspring was better suited to perform its task. This child would then be sent out to other worlds. Eventually, the child would be used as a conduit to infect and subsume other worlds. This was a perversion of the original Ōtsutsuki mission, but as far as Ethereum was considered, it was justified by the harsh laws of survival. Many planets must die so that it may live.

After years of independence, a cataclysmic event has brought the child back to its "Father." Contact with a foreign substance has activated a hidden gene that had lay dormant for years. Seeing an opportunity to increase its hold on its offspring, Ethereum has reached out to the child. It imparts a portion of its power along with a new purpose: Destroy them all.
