Blind Effect Targets who are within 0-100m of the powder will be affected by Blind. Blind forces the target to close their eyes and be unable to see (even if they open their eyes). The targets affected by Blind cannot utilize their Doujutsu if affected and the targets cannot see anything. This blindness effect only lasts for 2 posts. The user is immune to this effect Weakness: Eye protection from bright lights will make the wearer immune to this technique. Not looking while the caster spits out the scale powder will be immune.

These should be in Canon technique registry shouldn't they? These's aren't themselves restricted, they just require the bijuu right?
