Total chakra suppression while allowing you to also use techs would be OP. My suggestion would be to lower the sensory technique's effectiveness such that they can't what element your firing or something narrow like that.

Accelerates the growth of the user granting an additional +5 exp per post when worn

Jutsu/Items or anything except UA that increases experience gains is totally denied. I'm especially wary of this given we've already increased experience totals AND the number of threads one can have active. So yeah I'm against that.
