Kiyogi would have to take his time here in Kirigakure. He needed to study this place from its agriculture to its shinobi. To calculate the point value here and see if it was up to his standards. He was already perusing public records when he had free time. Often eating a mere unflavored protein bar and a bottle of water. He didn't go out of his way for anything but the essentials. He observed some areas for improvement but all an all the economy and ecology appeared to remain strong here. Much like Konoha its climate supported a good deal of plant life and their proximity to the sea allowed for the harvesting of fish. Some considered the constant grey skies and rain to be depressing but for Kiyogi this was more pleasant than the cold barren mountains he had been raised in. Or rather raised himself. Without much need for a guardian figure early in life. He exceeded human needs as a child and now he had no need for most socialization. However some research was insufficient. An example being he was taking up taijutsu as his next focus. However book study and self practice did little. Nor would a civilian.
A civilian simple could be dealt with quickly and efficiently. Without struggle and without noticing him to begin with. What he desired was more of a self defense measure should he be forced into the light and have to defend himself. Besides that most of the clan techniques involved with the blast clan were based within taijutsu. He was not a ninjutsu specialist himself however and as such was not efficient in developing new ninjutsu. He could memorize existing ones but could not create a formula for new ones. However if the majority of the clan techs were based on taijutsu....he could develop his own by mastering the body. It sounded simple enough. However he had reached the limits on what book learning could provide. He needed to develop his own taijutsu and in order to do so he had come to the grand Kirigakure training grounds. It was here he approached the front desk and requested any willing taijutsu practitioners for a lesson in taijutsu. Having made the request at the front desk Kiyogi would go and settle into a seat to wait out however long this took. Reviewing data in his memory as he awaited anyone. Practice was the natural step after theory.
For now Kiyogi had a large scroll with him containing the entirety of his equipment. Wearing none of it and having sealed the bijuu coin away for now to avoid any sensory ninja. Should even a little of its chakra leak out he would be noted thoroughly. Along with the artifacts he held and drugs he likely wouldn't get away with talking his way out of questioning. While he wasn't a citizen here he truthfully wasn't interested in drawing attention or making a name for himself negatively. He was both a surgeon and an assassin by trade. Still he was settled in with a black set of shinobi pants and a black turtleneck over black dress shoes with modified soft soles for silent movement. A pair of thin black gloves with no fingertips on his hands. He had heard of a technique here called the silent killing technique. He would rather like to get his hands on that. Still black hair hung loosely on his head as honey colored eyes stared emptily straight ahead. Even his blinks were slow and deliberate as he waited. His frame however was thin. Not appearing as one may with experience in taijutsu.
