The Twins had decided against going directly to Kumogakure as their last adventure had proved that the villages were quite close-minded when it came to accepting help. They didn't mind free labor but they were slow to trust. Even though the Twins were Konoha's allies and had done their level best to project friendship, they were not even permitted inside the village. The fact that they were the chief architects of the alliance only made it more insulting. They thus decided that for the time being, it was best to take an arm's length approach to dealing with Kage. Thus, the Twins would send correspondence to Raikage with the terms of a business proposal.
