Tatsu has never learned Gates and because the scrolls from Konoha were now stolen, she cannot learn them from the scrolls. She will need to learn Gates from someone who has it or steal the scrolls back.

"You don't need stats for it, but using gates does reduce your stats afterwards temporarily, and falling below E by a tier is not very good (can result in death)."
*^ Noz said this which is true. You can still learn them but using them with low stats may kill you. If you never learned gates prior to now, you cannot claim the technique without formally having it learned and then approved via update. Unfortuantely, Konoha no longer possesses the scroll so yes you'll need to meet a gates user.
You can absolutely set aside that exp if you so chose so that when you meet a gates user you can immediately learn what you need.
