With Count Volseig's cloak, and the agreement that they would teach each other in time, Shinoskay was able to infused the counts will and energy into a contract (without damaging the cloak of course) that binds the country, castle, and people under the counts regency into a pact to heed the summoners call as all the same would the count himself.

Summoning Method: Requires a drop of blood or .1 chakra to mark the spot like a beacon to call the summon while the will of the summoner dictates who, or what, is called. chakra summoning has a range of 5 meters, for blood upkeep you dont have to cut yourself or anything as the blood is just lost to represent the life force fuel given to sustain the summon. The summoned will have a general understanding of the intent and interest of the summoner, with a compulsion to act accordingly.
Requirements: Have a personal item of, or enter into an agreement with, Count Volseig, in the event it is an item then once used to form a contract it is no longer considered a personal item of the counts unless the count possess it again after it has been used to enter into the contract. Another contract holder can invite someone into the contract, for one deemed to be worthy of the regency of the count in turn has that regency and so can extend it upon another. Unless there is a stipulation of duration or terms then once one has entered a contract they will not lose it unless the count himself removes them from it.
