Tier 4 feels a bit overtuned. It read almost as 2 abilities (anti healing + debuff). I'd probably recommend splitting them up into 2 abilities, but lots of ways to go. Coord debuff is fine if it either has a timer or expires whenever healed. That sort of thing. Feel free to DM me if that doesn't make sense too.
