Sanctuary

One could wonder at the work it took to maintain a city. Even with it compartmentalized into departments keeping different parts of the city running....Most of the military affairs had to go through the administration building and a good many of them through the Hokages office. There was always work to be done and decisions to manage. So he had been settled into his office for some time. The office itself wrapped around a section of the building. Both walls lined with a series of grey filing cabinets above a white rug. Between the door and the desk were two identical black couches with a clear glass table between them. Plenty of walking space to either go through or around the set up. On the glass table was a single Katana in a glass case. Singing tempest was an impressive weapon crafted for a previous Kage by the master crafter Okane. It's midnight ore blade sparkled and its guard in the shape of a three tomoe. The hilt wrapped in red and small holes along the blade that made it swing when swung.

On the other side of the guest lounge was a single Senju wood desk of considerable length and size. On the side of it facing the door were two fairly comfortable but basic metal and leather chairs. Across from those behind the desk was a large and old leather chair. A preference of the man who sat in the chair. Behind him was a black and red Tetsudashi steel Katana made by Masaru hanging on a weapons rack on the wall. Under it was a silver wakizashi made by the crafter Kara and rumored to match artifacts in ability. On a pedestal beneath the weapons rack held a legendary gourd of the hero's water. Finally under it hung the Hokages hat and cloak. Combat boots over shinobi pants decorated his legs. Tengoku himself sat behind his desk in the old red leather chair. He was wearing sleeveless white robes with gold trim. Golden feathered rings decorated his upper arms, wrists and if one could see them...his ankles. A black sword belt held his cloak closed at the waist. On one side of his desk was a Bin for approved paperwork and the other denied paperwork. A stack in the center to get through. Tengoku himself was a tall man with waist length white hair and a taijutsu build to him. Toned but clearly muscular. His white wolf like ears popped out from his hair atop his head.

His eyes would shift to the door before Airi knocked. The whites of his eyes long since turned black. However for his iris each eye held a glowing golden cross in the center. His rumored gravity dojutsu. However his chakra sensory picked them up around two hundred and fifty meters away. It was interesting that Airi would bring guests to see him. Especially ones that held some potency.....and something he wasn't familiar with...not truly...but there was something else to them. Another chakra signature? For how he would set down his pen and sit back in his chair. His fingers folding into themselves as he placed his interlaced hands upon his desk. The windows behind him showing the rooftops of Konohagakure and the skyline. Still he would frown a moment before taking a breath. The Raikage and their sister? Well this could be complicated.

"Come in Airi and bring your guests. Be sure to close the door behind you while the four of us speak. I get the feeling it should be private."

The twins were guided to meet the Hokage as Yua would smile at Airi for her behavior comment, of course they knew how to play nice, politics is something they were extremely good at. He was right they certainly needed a behind-closed-door talk. when they would give him the news Kiri invaded Kumo. The balance of power was shifting in a not good way for Konoha, so they were sure he would be interested. The pair would bow before Tengoku before raising their heads, they had something to say for sure.

"We are the twins from Kumo, Yua was the kage and yes I ran the Jashin church, these are facts we won't lie about. However, the things Raijin did were not our plans, in fact when he came and destroyed Kumo we were filled with rage but had no power to even closely stop him. We had to make changes to the church and we did, we changed it from killing innocents to only criminals on death sentences."

As they let him gather himself hearing this information they had a lot more to tell him, the fact Kiri was expanding and could easily become a world threat had to be told.

"We had to flee the village once Kiri decided it would now be their land, like vultures they came to eat the corpse that was once Kumo. They are rapidly expanding their lands, just like in the past this time under the guise of keeping the peace. I do not trust this peace of theirs and neither should you, they have time and time again resorted to violence to get what they want. We came to Konoha for a new life, our church is gone forever we have tossed away the church, it simply cannot be accepted in the way we want to make it even by Jashinists."

Neo frowns a bit as the three others are invited in, not that she could say anything herself to announce her presence, and she thought it would be rude and likely seem quite childish to have Ancha announce her presence as well when she'd escorted the duo from behind, having kept up a somewhat distant tail until they had reached the Hokage's office. Still, she knew that having Ancha, someone who was technically a foreign national that had been recruited by Neo during the war, would likely be rather unwelcome, even if she were only there as an interpreter or at least a mouthpiece for the Jounin war hero. As such, when Airi would open the door after the invitation from the Hokage, Neo gives a curtsy first to him from behind the twins, then gives the twins themselves a small curtsy as well. Neo taps the tip of her parasol lightly on the floor, causing it to bounce back up after making contact by a couple of feet so Neo can take hold of the curved hook-shaped handle and lay it on her shoulder once more. With a few quick movements of her hand, Ancha speaks up as well.

"Please, Lord Hokage, do not hesitate to call upon me if you need anything further."

After making her presence at least known, she gives one last curtsy to the Hokage before turning to leave the office, and begins heading towards the Uchiha clan compound. She had to make sure that the clan wasn't burnt down while Kimiko was away on her own mission, although from the sounds of it, she had a slight worry; the twins had mentioned that their village had been attacked by Raijin. Did that mean that Kimiko had failed?

Tengoku would sit patiently as his eyes watched the twins enter. He had heard a little about the two of them but nothing world altering until recently. They didn't have the same feel Shimiko did when he had met her. Potent certainly but not on that level...A level he felt he himself had reached. Still fools thought themselves strong enough to let down their guard. Fools were also known for short lives. He would not chance being one of them. Still he would listen to them as they made their case. It was true Raijin was on that level. He had met him...felt him and knew of the mans history. He knew he had attacked Kumo but had left them to rebuild on their own. However no one had reclaimed control before Kirigakure apparently had claimed it as well. He held no ill will towards another nation but such aggressive expansion was worrying. His eyes shifted to Airi a moment before back to the twins. A part of him wondered how many innocents had they killed? Would it be better to slay them now? No...they were potent and if Kiri was expanding having more potent people was more important in a war than land one needed to defend. Still he would speak up quietly after a moment of silence to slip his bit in.

"It is unfortunate for your people what Raijin did. Sheer terrorism. However I can not fault you for inability to act. He showed up at our gates and when I marched out to meet him...I offered him a chance to leave and he took it. I admit I have been sleepless lately wondering if I should have killed him there...If I had Kumo may still be safe. "

He would shift to stand up a moment. Placing his hand on the back of his seat as he turned to look outside. Of course his sensory kept track of everyone in the building. Neo had excused herself already but he could even sense her retreating somewhere. Perhaps it was a light hearted test to see how they reacted to an opening like that. Not that Airi would let them get closer. Instead he looked over his own responsibilities and contemplated what they had said. Rumor had it Kiri had outlawed the religion and actively hunted its members. Still he would speak to them calmly.

"That said Raijin is dead now. We did not prevent the destruction of your administrative district but we certainly avenged it. I have his head as proof. As for Kirigakure...they are still considered allies and I choose to believe in people. Until they come looking for trouble we will not intervene. However if it is protection you seek in Konoha...you have committed no crimes here. If possible I would like to put you to work as well. Call it a probationary enlistment. However in order to place you properly...I would need to see a test of skill. I have high standards for my Jounin. Even Airi there is a Special Jounin here...Though I suspect she will be ready for a promotion soon. Perhaps you two would spar her and I can see about killing two birds with one stone."

The twins listened to what the Hokage said, it seemed it was partly his fault Raijin returned and sacked Kumo. Still, they could not blame him when they could not stop him themselves, he was far too strong and would be a danger fighting close to his village. He also offered them a temporary position in the village but wanted to test them. Combat was not their specialty but if this was what he wanted they could surely show him enough.

"This seems fair to us, we are not exactly combat focused but will try our best to show what we are capable of. We do not know the village lay out but feel free to guide us to the proper location."

The twins would bow their heads and wait to be guided as the inner voice would speak to them once more."Are we going to be killing, ripping their flesh free of their body... tasting their blood..." Yui would sigh as she knew they needed to work on controlling this inner beast, if she did not it would eventually consume her mind and body. He was both a blessing and curse, it did give them the ability to fight much beyond their normal means but he also was a danger. It was a fine balance she had to learn to walk, and it was frightening as well.

Tengoku would regard the twins and their reply. They had a point that not everything was about combat. However it was important that one remained capable. Besides that they had been named Kage at some point. Even if combat was not their expertise one did not get named Kage by draw of the hat. His black eyes would shift between the twins as he searched their faces openly. Wondering what thoughts or plots might be behind them. Jashinism has involved human sacrifice he understood.  Even if they had forsaken the religion it meant something scary. Not only had they participated in it...one of them led it. He suspected murder and mayhem were games to them and such people could be dangerous. However at least here he could keep an eye on them. Perhaps have a word with Kirigakure about these accusations and openly invite them to speak of their future plans. Amassing so much land usually led to something. Perhaps it was economic or ecological. Or they were hunting for more than those seven artifacts famed through out the world. The seven swords.

Still his eyes would shift to Airi as she said she needed three days. He didn't mind scheduling this to fit into everyone's schedule. Besides he was going to use this. Regardless of how Airi preformed he would have reason to promote her to Jounin. Fighting a pair of Kage was no simple thing. A two on one fight of that magnitude. He would televise it if he could. No one would have any argument to promote her so long as she held her own for at least a little while. However she was sounding awfully cocky with that in mind. Even Tengoku was cautious when it came to a fight. If she held back against a Kage level threat....well he wasn't sure how that would work out. He would step in personally if need be though. Still she would go answer a knock at the door before announcing that the Tsuchikage of all people was at the gate. Well....Masaru certainly did work quickly. Still he would nod in response before taking a deep breath before letting out a sigh.

"See that they are treated well. Oh an Airi, Do not allow hubris to be your downfall. Always take combat seriously no matter what strength you obtain. Be on your guard. Dismissed." With that he would turn his attention to the twins and then nod to the jounin in the doorway who had brought Airi the message as she left. Naturally they wouldn't leave him entirely alone. "If they wish to stay, direct the Hachidame Raikage and his sibling to a guest house. It will be for the both of you to stay in for the time being. Assuming the timing works for you I will see you in three days at the grand Konoha training facility. Any shinobi in Konoha can direct you there. For now please excuse me while I prepare for another guest....and I will think on what you brought me today."

Having said that Tengoku would set about on another task. Reminded by Airi mentioning she had something for him. He had intended to commission this from Kiyoshi in person but for now he had a scroll with a request letter. Within the scroll was all his chakra kunai and a payment of two hundred and fifty thousand ryo. The letter requested he accept this payment to reforge the kunai into as many arrows as he could out of them. Along with that Tengoku understood this would take some time and hoped the payment was sufficient. To send word otherwise. With that scroll sent off via messenger he would settle in and prepare for his next guest. So many Kage.
