Nozomi was a super popular Missing Ninja so its likely she probably received tons of fan mail, death threats, and of course junk mail. Where were all these letters collected? No one knows. Did Nozomi even read any of them? No clue. Anyways the letters were likely sent through the Post System. Its possible Nozomi might have had a minion go collect it, read it off-site for traps and whatnot, determine its authenticity, and bring it to her if it merited importance. Of course, if she had no system set up in place then all the letters sent through such a public system would be in vain. The letters mentioned here are such letters. With any luck, somehow they'd find their way into Nozomi's hands. If not, they'd sit on a pile somewhere in someone's desk/drawer never to be read or considered.

I trust that you are well. It appears the shinobi world is heating up quite a bit. The Minor Nations are going at each other's throats like never before and there is the pungent aroma of death in the air. Who would have thought that the end of the Chuunin Exams would bring such bloodshed? Alas, sweet disciple of Honiko I did not write you to talk politics. I beleive you are delinquent on your payments towards me in consideration for freeing Rin. I have no rush for the Ōtsutsuki so pursue that at your leisure. Although the agreed upon installment would be rather appreciated. I have no doubt you will make good on our contract and I wish you good fortune in the Wars to come.
