He is both the ideological and literal figurehead of the Carmine Collective and if he dies, the entire operation will be dealt a severe blow.
The Land of Seas has hired a shinobi to take out Carmine. They have received sensitive intelligence that he is currently on vacation at his secret resort. The Land of Seas has managed to cripple his security detail but apparently the Carmine Collective has hired a last minute mercenary to guard their leader. - Shimiko's Loadout:
Shimiko was wearing her signature Chinowakagumi Armour, a stylish red jumpsuit made of flexible but protective material. It hugged her form tightly and exposed her generous bosom for the world to see, but its true value was sutured within its very seams. For the Chinowakagumi contained several cubic tons of blood courtesy of the Creation of All Blood Enchantment. This would provide Shimiko with an ample supply of blood to manipulate should the need arise. The armour also contained a handful of strategically placed slits. They were large enough for her arms to slip through and discreetly located near her hips and back. Shimiko wore a custom melody arm device on each forearm. They were known as the Kālīkoroshimasu and they looked similar to a pair of black evening gloves. They stretched to her elbows and provided an elegant touch to the contrasting red of her armour. Each device was also loaded with hundreds of Senshichi Needles and every needle filled with blood. The left Kālīkoroshimasu was of particular note because it contained the Batroc seal which in turn held two-hundred and fifty bats.
Shimiko kept her armaments on her person for quick access. Her Twin Tessen of Terror were strapped to the upper arm of her armour. Likewise, her notorious X-Rank Sai, the Badgers Claws, were holstered in a discreet pouch attached to the small of her back. Additional Sai were holstered along her spinal column as backups. There were two more pairs in total each occupying their own grooves that were along her back, not too close nor too far apart from one another. The Sai pairs crisscrossed each other with the handles protruding outwards so that she could grab them quickly.
Shimiko's hair was done-up in its usual manner. A pair of voluminous blonde pigtails held in place with a small set of skull pins. The excess hair, which would normally form her bangs, was parted to the side. She had the Red Lightning and Black Lightning Seals etched into the corner of her right and left breasts respectively. She had used a technique of her own design to adjust their appearance. The Red Lightning tattoo formed the Kanji which spelled "Yui's" name and the Black Lightning tattoo formed the Kanji which spelled "Yua's" name. A constant reminder to herself and the world that her Twins would always be near and dear to her heart. Finally, Shimiko's jewelry of choice, Jashin's Gift, hung prominently on her neck.
The rest of her minor effects (kunai, chakra pills, shuriken, ninja wire, and the like) could be found stored in a pouch located on her hip and right thigh.
Shimiko stood guard as Little Carmine lay on his stomach tanning naked. The statesman was letting the sun shine on a place where the sun don't shine. It made her nauseous but it was his home and her job was to protect him. She was looking in the opposite direction of the naked politician while wondering what the hell it was she was doing here. Someone somewhere had enough pull to convince enough people in Kumogakure that the Carmine Collective was rather important to the nation's interest. This would be enough to get Kumo involved but not enough for them to be able to request the help of its ANBU Captain. Shimiko was a busy gal and she normally had more important affairs to attend to than protecting some fatso ringleader. But when she heard why this fatso was so important, she decided to drop her other matters and take the first ship to Crimson State Island.
Shimiko had been informed that this newer plague threatened not just the Land of Seas but the entire planet. Those who had survived previous iterations were not protected and some speculated it made them even more susceptible to this strain. Shimiko had lost her older brother to the plague, she had lost scores of brothers and sisters in faith, she had almost lost Ryuko to what she thought was the plague, and she had nearly lost her own life. The Chinoike would do anything to prevent an outbreak of an even deadlier version. The Carmine Collective's quarantine violated international law in that they refused to allow even humanitarian aid through the blockade. That didn't sit well with her, but if that was the price the world had to pay to remain safe, then so be it.
Jashin thanks you for your sacrifice....
She was not ignorant of the political machinations at work. The Carmine Collective wanted to colonize the Land of Seas and thinning their population by the hundreds of thousands if not millions was a good way to start. The Land of Seas meanwhile potentially sought to weaponize this new plague. Neither side was good, but as far as Shimiko was concerned one was objectively worse. The plague could not be permitted to escape the confines of that island nor could its leadership be permitted to turn it into a weapon of war.
I'm on the right side...
She took a look at the man who had brought this altogether. He was quite hairy and rather ugly. She shook her head in disgust and looked away. Without him, the Collective would fracture into dozens of competing interests. He was their leader and they knew that without him they and their alliance was lost. If he was necessary to maintain the Quarantine, then Shimiko would defend him to the death and woe to any man that tried to take Little Carmine's life.
Speaking of which, a man with that exact intention was now walking up the road to the residence.
Shimiko placed a hand over her brow and squinted.
"You have got to be kidding" she said as she recognized the intruder.
