Tsuchi no Kuni is a Military State, with Iwagakure as it's capital. Within the walls of the village, the Tsuchikage's law is absolute and highly Enforced. All Laws and Regulations are posted in Dead Man's Alley as you enter the village, as well as posted in several places throughout the Village.
1.) The word of the Tsuchikage and those who are the embodiment of his will are absolute and are not to be questioned or defied.
2.) Desertion, Treason, Bribery, Conspiracy against the Tsuchikage, or the Theft/Destruction/Defacement of government property is considered High Crimes and result in the Harshest of punishments.
3.) Foreign Shinobi must be accompanied by an official of Iwagakure at all times, Foreigners found unaccompanied will be detained.
4.) Falsification of Identification, Rank, Orders, or Property is not tolerated within the walls of Iwagakure.
5.) The use of any destructive or harmful technique within the Walls of Iwagakure is prohibited, save for within the training grounds, in defense of ones life or the defense of the village itself.
6.) Weapons are to remain holstered, or sheathed at all times within the village. Save for within the training grounds, in the defense of ones life or the defense of the village itself.
7.) Witnessing a Crime and not stopping it or reporting it, will result in the witness being charged with obstructing Justice and accessory to the crime. Bearing False witness, Or Falsifying Evidence will result in harsher punishments.
8.) Theft, Destruction, or Vandalization of Another's property will not be tolerated within the Walls of Iwagakure.
9.) The Mistreatment of Another is not tolerated within the walls of Iwagakure. This includes but is not limited to: Abduction, Abuse, Exploitation, Extortion, Harassment, Neglect, Rape, Trafficking, the Intent to Kill or Grievously Injure.
10.) Taking A life, save for in the defense of your own or a companion is strictly prohibited. If a life is taken in self defense and no witness present, the act must be declared to the first person you see. An Interrogation will be issued to determine truth in Claim.
Each Law is given a Rank of Offense for Breaking such Laws. Only the Tsuchikage or those who embody his will are allowed to judge and administer punishments, or reverse a judgement and give a lighter sentence dependent on severity of the law broken.
S-Rank Offense:
Classified as crimes against the Tsuchikage or Iwagakure, these are considered extremely heinous and result in the Harshest of Punishments.

The punishments are dependent upon the level of the offense. If you are fined and have to perform a task, serve time in a prison, or even worse. They must be RPed out just like any other missions as penance to the crime committed. Fines are always deducted from your account and given to the village treasury, if you don't have enough Ryo, then you will go into Debt to the village. In which case you must work off the debt, at the villages discretion. If these tasks are not completed in their entirety, in the time given or if you attempt to leave the village without paying for your crime, then you will be considered an enemy of Iwagakure and a B.I.N.G.O bounty will be administered at the cheapest level regardless of the crime committed (Meaning hunt down and kill).
S-Rank Punishments:
These are for the most severe offenses, Only the Tsuchikage may administer judgements upon these offenses. Punishments for this level offense include but not limited to:
