Conducting yourself as Law Enforcement: Starting as Chuunin it is your duty as a militant to enforce Konoha's City Law. Every criminal offense is subjected to one of three definitions: Infraction, Misdemeanor, and Felony. The severity of the crime will call for different methods of approach.

Infractions: These are petty offenses which, generally, do not cause harm to others. They are mostly harmless and should be approach professionally in a non-intimidating manner. Infractions, on the first offense, may only be cited.

Misdemeanor: These crimes are a little more serious and generally harms a person or property. All misdemeanor offenses will result in detention of the suspect and held in jail until tried.

Felony: Considered very serious crimes. All felony offenses will result in detention of the suspect, or in cases of crimes that will result in Serious Bodily Injury to a person, a Dead or Alive warrant may be issued meaning Lethal Force is fully justified. This applies to even a surrendered felon.

How do I cite/fine? To successfully cite a person, request their I.D. and get their essential information (including: Full Name, Citizenship, and, if applicable, their reason for visiting.) If the person in question was already cited for their first offense they would be given a fine instead, ranging from 10,000 ryo - 15,000 ryo for their second offense. This amount increases by 5,000 ryo for every additional offense.

If the person is unable to pay their fine they will be detained.

How do I detain? To successfully detain a person you must firmly approach the suspect, state their offense, and let them know they are being detained. Attempt to cuff their hands to prevent the use of hand signs and weaponry and their feet to prohibit escape. If resistance is met, use pain compliance (physical harm to get a suspect to obey commands) or, if in your arsenal, a Five-Elements Seal Tag to subdue an aggressive suspect.

Dead or Alive Warrant: A "Dead or Alive" warrant may be issued if the person is guilty of a serious felony offense, included but not limited to: Sexual Assault, Murder, Serious Assault, Battery, Arson, Burgalry, Theft, Kidnapping, Trespassing Government Property, Obstruction of Justice, Conspiracy, and Encouraging or Assisting a serious crime. This means lethal force is fully justified at any moment or the option of detention for a greater reward. Most felons that are issued a "Dead or Alive" warrant are generally found in Konoha's Bounty Book.
