1)Due to Overconfidence, Parnoia, and Poor Judgment an User's Intellegence is decrease by 2 tiers.
2) Do to an faster heartrate and nosebleeds an user will take a tier decrease to both Constitution and strength by one tier.

The drawback should be static. Letting the user choose the drawback for a drug seems faulty. Also, these drawbacks are too harsh. You could get away with a single tier debuff. No need to drop two tiers. You can keep the -2 tier drawback if you like, and in turn that'll make your drug cheaper to produce (I'll let it slide with 35,000 ryo.) However you must choose a single drawback that will effect the user.

In my other post I stated you can either: Keep the loss of two tiers in the drawback and thus have a cheaper drug to produce OR only set it to a loss of one tier in the drawback and keep the price the same. Not set it to a loss of one tier and make it cheaper.

You can choose one or the other. Fix this and you will be approved.
