Hand Seals: Forming an O with their hands
Description: After Forming an O with both hands rings will appear on their arms. Two per each arm. The left arm will hold the Sending Rings while the right arm will hold the Receiving rings. From there with simple gestures the portal rings can launch off the arms and be positioned at the users coordination up S rank speed. They will remain at arms width until they stop. Only while stopped can these rings expand to up to five meters diameter. They must reduce again in order to move. These act as portals connecting space together. The Sending rings can take in any manner of energy or physical objects while the receiving rings release these.  So it is important to position these portals appropriately. When the portals close it seperates anything partially within it. Severing it completely as it deletes the connecting space. These can also be used to envelop something and close or move like a blade it it's smaller state. 
Weaknesses: The sending rings are the only ones that can take in energy and physical objects. The receiving rings can only release what has been sent through the sending rings. This space in between cannot be used for dimensional storage as the dimension is gone and a new one is created each time this technique is activated so anything inside it when the technique ends is gone.

Unfortunately this is being denied after much discussion as our policy on teleportation techniques outside of Canon ones has recently been tightened down on.
