C-Class: Roughly Chuunin level. These guys have 1650 Experience Points to distribute to their stats, 4 Techniques up to C-Rank, and 2 Skill Points. B-Class shinobi can autohit them. These come in groups of 8.

Ink Flush is a B-Rank Technique

You may only have two UAs that increase your stats and each UA can only increase your stat(s) by a total of 1 tier (even when split between stats or active at different times) on your UAs.

He has B rank intelligence, so he should be able to learn techs of 1 rank higher, correct? If so I think we're good?
