History: Most clans tend to raise the majority of their members as potential shinobi to be used by their villages. The Uchiha clan, being one of the more powerful and influential clans in Konohagakure was no exception to this practice. However, it wouldn't be true to say that every single person would be enrolled in the military as shinobi.
Tao Uchiha was raised and taught ultimate loyalty to the clan elders, one of several Uchiha that were withheld from the Academy to be a private member of the Uchiha clan's own forces. Their entire goal was to protect the clan and its interests, and wipe out any defectors of the clan before they can be a problem.
Over the course of his life, Tao has been successful at hunting down and returning many wayward Uchiha, both dead and alive. There was great utility in being free from the restraints of a village shinobi and able to travel as he wanted due to that. Throughout the many hunts he'd completed, Tao's sharingan had developed far above most, even recently unlocking the Mangekyou Sharingan.
One of the benefits, as well as the curses of his job was that it would occasionally pit him against those that he considered his closest allies should they leave the village. While Tao had liked the clan leader Akihiro, and had been present for his death (the catalyst of his own Mangekyou's awakening), he ultimately answered to the Elders. Having done nothing to stop the execution, he was ultimately selected to begin the hunt that was sure to come.
His latest, and perhaps one of the more dangerous targets, would be one Kimiko Uchiha.
She was hard to track down, but one of the primary abilities of his sharingan allowed him to track her in some capacities that others were unable to. In arrogance perhaps, when he tracked down Kimiko's location, he didn't send back any information on her whereabouts. He never did, but there was never any reason to argue with his results.
Perhaps he was sure that his abilities were adequate, having never failed to take out his targets or return them, but he decided to face Kimiko in a death match rather than calling in backup. Should she prevail against him, she would be safe for a time, until someone else went after her. Should he win, his job would be complete, just another success story.
Personality: Tao is often described as extremely foolhardy. His natural talent and massive potential have always put him ahead of any challenges put his way, but because he's never faced failure, he doesn't always properly prepare for scenarios.
Heavily indoctrinated, Tao's loyalty to the clan elders is something he puts above everything else.
While most members of the shinobi villages are trained to kill, not everyone wants to or cares to. Tao enjoys violence though, and enjoys the hunt. Not just doing a job, he views it as a privilege and an honor to hunt those he's tasked with taking down.
