Description: The caster creates a large blizzard covering a large distance submitting anything caught within its grasp. A decrease in PERC and receive “A” Rank FrostBite. However If the enemy manages to escape they would endure two remaining post of “A” Rank FrostBite before the effects of the Jutsu are removed. Their PERC will remain lowered as long as they were within the jutsu given the fact if they make it out their PERC would return after one post.  Within this jutsu temperatures are about 0 degrees leaving the enemy trapped within a deadly blizzard. Buildings and wild life if caught in this jutsu would succumb to the harsh environment and freeze over. The same would go for the wild life they too would die from the sheer drop in temperature. Due to the violent natures of the blizzard it was hard for anyone to see anything five feet ahead of them making this the perfect way to conceal himself. The user is free to attack or defend.
Weaknesses: Knocked Out, Ran Out Of Chakra.

If enemy has S rank strength they can work their way out of the snow immediately. A rank and lower strength tiers would take a post to climb out. S rank Katon is highly potent melting the snow but A rank and lower would barely be effective melting some of the snow but not fully.
Weaknesses: Out Of Range From Target, S Rank Katon melts the Ice, Caster is killed. Enemy Strength Is S Rank immediate escape from being buried. If enemy escapes they will not be effected by Debuff.

When this jutsu is activated the SnowFall would appear heavier as in time limit their PERC down to C-Rank. Once more this skill remains active as long as the hand seal is not broken or the user is not distracted.
