Born on a cold Winter night to hopeful parents, he was given the name of his paternal grandfather as a way to bless the pale and cold skinned child. Noboru would grow to be slightly smaller and thinner than the average boy of his age, and the fact he had white hair didn’t help him in being singled out as a prank target. He had to develop quick reflexes in order to avoid the bigger lads' more intense “pranks”.
Growing up on the island he never got very far academically, and managed to graduate only by the skin of his teeth. Even though he was not the sharpest kunai in the holster, he still showed promise in the way of the sword when he finally took it up after graduating, and once he discovered his Water affinity, he realized he wasn't so bad at ninjutsu either.
Time moved on and the lad evolved little, as with growing up beautiful, he spent more time flirting with girls than becoming a good ninja. Now at twenty seven, trying to make his own way in the world, he is set on becoming as good as he could ever be if only he applied himself.
Personality:
Mostly quiet and reserved, Noboru is graced with overwhelming superficial charm, something which coupled with his dastardly good looks has allowed him to surf the easy side of life. He is also somewhat manipulative, opting to please others when convenient and only taking his own side if he must. This is the result of his lack of skill, which makes him try to compensate with his wiles in order to get his way.
He has a low self-image, but acts in a way as if he had excessive self-confidence, making him prone to bursts of anger when he is called out on his insufficiencies. In spite of this, he has exquisite self-control, as he is hyper aware of consequences of his actions, both in legal terms but also the possibility of confrontation, forcing him to live with resentment and self-hatred.

Chakra Point Spending: A player may decrease the amount of chakra spending for a particular element or skill by a maximum of one rank in exchange for increasing the chakra spending for a skill or element by one rank. To do this, the user MUST possess the skill or element at the time of creation.
"I promise I will pick so-and-so skill/element when I rank up" does not work.
If a player chooses to decrease the amount of chakra for spending on kekkei genkai techniques this extends to non-technique abilities that cost chakra such as free-form manipulation.
