Isobu and Nozomi needed to start improving their transformation abilities. The transformation had always been weaker than anything that Nozomi could do on her own, but if they worked harder, they could bring out more of Isobu’s power. They may need his full power to kill Hizashi, so Nozomi began working on using the transformation into a Bijuu.
It was a matter of training the transformation like a muscle in order to increase the power she could let out. In the desert, she performed her first transformation into the Bijuu Isobu, guided by Isobu on how to do so, and despite the increase in size, Nozomi knew she had actually gotten weaker by using the transformation.
Releasing it after a few minutes, she turned back into her normal self, scowling at the weakness of the form, but she pushed through the mental distress of being weaker in Bijuu transformation and she and the Human Isobu kept traveling forward. Isobu gave her some feedback.
