One-handed Seals: Pretty straightforward. A player may weave hand seals with only one hand. This results in a one tier loss of Coordination for that hand regarding hand seals.
Flicker Master: Mistuki can use the Body Flicker with no seal, but she takes a -1 tier to her Coordination when this is done.
Burnout from academy: Mitsuki always scored well in academy, and did her best to make good grades. This caused her early days as genin to be... stagnant. +500 exp, 500 exp debt.

History: Mitsuki grew up in the Uchiha household, and was sheltered for most of her life, being the little one of the family. At about the age of 10, she went with her mother Mei to a festival within the village. There were people selling all sorts of goods, games and food there, so much so you could almost taste it from the entrance. This festival was celebrating the founding of Konohagakure, and as such many shinobi were there.
"Mama, can we see the shinobi?" Mitsuki asked her mother, never seeing anything more than swordplay from her cousins, rather than real ninjutsu. "No sweetheart, we need to stay on track... do you want to go get some pocky while we go find your father?" the mother said. The father was also a shinobi, as was traditional of the Uchiha family, he was off duty today however, and touring the festival. "No! I wanna go see the ninja!" Mitsuki cried, throwing a bit of a tantrum.
The mother finally gave in, going to the tent where there was all kinds of ninja arts on display. Mitsuki excitedly looked around, but one shinobi in particular caught the young girl's eye. A locksmith and grandmaster of fuuinjutsu. To her it seemed like the coolest thing in the world to be able to seal away other's powers.
When the group returned home, she asked her father if she could enroll in academy. Mei protested, of course, but the father however was excited that hit little girl would be following in his footsteps. Within the week she was enrolled in academy with her focus being on kenjutsu and fuuinjutsu.
Personality: Mitsuki is cheerful, unformal and talks at a speed that would make most people's ears ring. She seems to have a smile on her dace, even in combat. Creepy.
