Uchiha Return allows any fan to do part of what the Gunbai does.

The difference is that Uchiha Return returns the attack as Wind Release chakra and requires the element of Wind Release, while the Gunbai has the ability to do this by itself without requiring Wind Release, and returns the actual attack:

Also I'm confused you say it reflects the actual attack but in the written description it says it converts it into Wind Release.

I would have appreciated the courtesy of staff DM'ng people when you pull items or techniques that were already approved. I was about to enter a Bijuu control battle without knowing the Gunbai had been pulled and that's just not cool.

I don't see why I need to do this when I compare it to other X-rank items registered on this site. Here's what a single one does:

• Absorb up to 10 A-Rank jutsus within 30m radius, 60m effective range.
  
• A-rank power, which means it can neutralize S-rank techs with A-rank power.
  
• For no cost at all
  
• Not only negates activation but still drains chakra from enemies and adds that chakra to the user's reserves.
  
• In addition this item doesn't need to hit the jutsu, it just needs to be within 30 meters of its activation.
  
• requires absolutely no effort on the user's part and activates automatically
  
• automatically puts exhaustion penalties on enemies within 5 meters with no limit on the amount of people or any landing hit requirement to activate this effect.
  
• Enemies is in bold because this thing doesn't affect allies, nor does it affect allied jutsu
  
• Works automatically which means one can just have what is described as a "device" in their pocket and get full benefits without needing to worry about physical or any other types of constraints at all to use these thing's effects.
  

As a side note this is an item which completely negates a lot of the site's Restricted Techniques within 30 meters, unless they're used by your allies:

• Water Release: Water Mirror Technique
  
• Repulsion Technique
  
• Mind's Eye of the Kagura
  
• Water Release: Water–Heavens Convergence
  
• Jashinism (which is registered as a tech with D-rank power and while it's not clear if Jashinist immortality stops working, their regeneration certainly will)
  
• LRA at least the lower ranked version
  

This is a list I gathered quickly in 5 minutes.
We're not talking about defending from these attacks, deflecting them, or dodging them.
We're talking about completely negating the casting of these jutsu within the 30 meters range and absorbing the chakra directly to the user's reserves.


In retrospective, having the Gunbai able to reflect an attack for 10CP seems like an equivalent ability considering the Gunbai needs to actually touch the jutsu or attack, making it impossible to use the Gunbai to reflect pincer attacks or any fast attack that strikes from multiple sides.
The Gunbai ability doesn't activate automatically either to negate the damage of an incoming attack, since the user needs to actually touch that attack with the fan, making this defence very dependent on the user's coordination and occupying at least one of the user's hands.

In addition I'd like for you to keep in mind that reflecting a technique isn't equivalent to negating the casting of a technique. Unlike the item I mentioned above, the Gunbai doesn't negate defensive techniques.

Let's compare the two:

It's an X-rank item, I don't see why it needs to be capped at S-rank power. We have armours registered on the site that automatically straight up grant immunity to either blunt or piercing damage for no cost at all regardless of how many attacks land or which direction they come from or how much power they have behind them... and again require no effort on the user's part to activate.
The Gunbai is a uni-directional barrier that once again relies on the user's coordination to move fast enough to block, occupies a user's hand and has a chakra cost.

The Gunbai converts incoming projectile speed power into Wind Release and uses that power to reflect back the attack.
So if you threw a projectile at it at S-rank speed, that speed would be turned into Str on impact, absorbed, and a wind blast would throw the projectile back at S-rank speed.
Works the same for chakra based attacks.

Keep in mind this item does a lot as it is. It reduced Wind Release by 1 rank, allows you to use a technique for an element you don't possess, and can reflect unlimited techniques so long as you have the chakra to do so.

I get your point regarding the Chakra Disruption Device which is why I've nerfed it but that isn't going to justify blocking unlimited X-Ranks for 20 CP. I'm willing to let you keep the cost at 10 CP but there is no way this item is going to reflect X-Rank attacks and techniques.
