RULING:
Okay so there is a lot to unpack here. I will start by clearing up some confusion/incorrect statements made by Khaix.
Now Khaix claims a few hits, some of which are partially valid.
Khaix wrongfully assumes that his initial Lightning Jolt succeeded because Water Mirror only works on physical attacks. This is incorrect and his claimed hit on this is invalid and fails to connect. However, Water Mirror only works for frontal attacks and both Takeo and Khaix acknowledge that Lightning Jolts were cast from above as well as behind Takeo to strike him. Takeo attempts to form handseals to use Gale Palm and escape this attack, however as Khaix correctly points out he is attempting to do so with B+ Tier Coordination. By the time he finishes the seals, Khaix will have struck him twice (from above and behind) with Lightning Jolt which requires no handseals and is cast at A-Rank Speed. Thus, Khaix's second and third hits on Lightning Jolt are valid.
Given Takeo's saturation in water due to the cloud's presence and the double-tap with Lightning Jolt, the shock status effect will be applied. He will be in significant pain and will be stunned (unable to move) for a single post which will be the post after this one. He will not be knocked unconscious as all three attacks did not connect (the initial strike being reflected by the mirror). Nevertheless, he is in rough shape but still conscious and breathing. In the following post after he recovers from the stun he will accumulate the described penalties which will be a minus to Speed and two minuses to Coordination for two turns.
Kyoji is running in blind with clouds everywhere and low perception. Lei is moving far faster than he can see and with the clouds distorting his vision, his attack will certainly miss. Takeo isn't in danger of being struck by this particular attack but it should be noted that given the low visibility a future incident of friendly-fire is possible. Kyoji cannot identify his opponent because he is blinded by clouds, lightning, and the uproarious sound of thunder.
Lei has attempted to exit and while it is unlikely Takeo will be able to stop him giving his stunning, Kyoji or another character can interrupt.
Leis Stamina is 17 putting him at exhaustion and dangerously close to running out of chakra.
I'm removing and archiving the superfluous posts. It is now Takeo's turn to post.
Appeals Decision
Khaix requested an appeal on the following grounds and staff came to the following determinations:
1. Lei's technique moves at A-Tier Speed. The phrase "casting" at the end of the technique's description is unclear as to whether it refers to the travel speed of the technique or the time it takes to charge/fire the jutsu. Copy raised concern about which one and given the technique's confusing language staff has ruled that clarification was appropriate and mandatory in this case. Lei did not clarify and thus the technique will be ruled to move at A-Tier Speed. A-Tier Speed vs B+ Coordination casting of Water Mirror (which requires no handseals) means that Takeo can raise his water mirror in time to reflect the first shot. It will not connect.
2. Water Mirror reflects any type of technique as clearly stated in the technique description. Our site's interpretation of canon techniques as shown through registration trumps the wiki and what's show in the series. Takeo doesn't electrocute himself as he wasn't touching the mirror.
3. Kyoji's blind strike will not connect against Takeo. HOWEVER, because of the general confusion on people's placements, he can specify that Takeo is in DANGER of being struck by Kyoji's technique. As stated previously, friendly fire is a legitimate hazard given the conditions of the battlefield. Takeo and his allies must respond to this attack or it risks killing him. .
This decision is final and no further appeals are available.
Okay so there is a lot to unpack here. I will start by clearing up some confusion/incorrect statements made by Khaix.

- PC missions doesn't mean people can't interrupt you.
- Water Mirror is not limited to physical techniques. The jutsu clearly states that it works on jutsu of any type.
- Holy Lightning Jolt moves at A-Tier Speed not S. While I understand your intention might have been to make it so that the actual stream of lighting moves at S-Tier Speed, the language in the actual technique is confusing in that regard and so Copy's assumption that it moves at A-Tier Speed is reasonable. Although it is important for Copy to note that when faced with such confusion it is important to ask for clarification before posting based on assumptions. Nevertheless, the way the technique reads is that the casting process (charging the lightning from your abdomen and then firing it) is S, but its actual travel speed is A.
- You can't place Takeo in front of Kyoji and say that Kyoji has killed the Mizukage, that's just totally wrong. Its spatially wrong because I think Kyoji put Takeo as being on the gates or whatever and its wrong RP-wise because Kyoji can just move his attack in the next post. I agree however that given the low perception of both combatants and the thick cloud that is covering the area, there is a heightened danger of friendly-fire. All players are to beware of this ultra-hazardous environmental condition.
- Regalia was not approved and cannot be used.
- Even if you have enough experience to learn jutsu without word count you MUST claim custom techniques via update. You make an update saying: "I am claiming these techniques, training is not required because of Class experience or Intellect" and then the update is approved. If you have any questions, ask me but I'd rather you not make this mistake twice. The only reason you are allowed to train and use the techniques you did in this post was because Takeo and Kyoji permitted it.
- Double posting is not allowed. Do not do it again. I understand you called hits in your previous post but you can't call hits and then jump over them to post again. Also you didn't attempt an exit in your attacking post, so they still can stop you from entering the village.

RULING:
Lei's attempted hits are all invalid and voided. The only hits that were granted were the two strikes of Lightning Jolt that hit Takeo from above and behind. Unfortunately, due to Lei's illegal editing it is difficult to ascertain whether more hits were attempted. Because these edits were untimely and done after others had posted, their content is void as punishment for breaking the site's rules with respect to editing. Therefore, his description of killing Kyoji and Takeo before escaping is void.
The saturation in of itself does not inflict damage. Takeo was struck before he was thoroughly saturated. To claim additional damage based on Call of the Cloud's saturation effect long after the ruling has been posted is unacceptable. This is especially true given Lei's constant illegal editing. That said, Lei's characterization of the stun is more or less accurate. Takeo's vocal chords are also paralyzed and at best his words are incoherent grunts. Other than that though, he will be able to move in the next post albeit soaked from the moisture of the clouds and with the stat debuff I previously mentioned.
Lei also failed to respond to Tsubaki's attacks and thus Tsubaki's called hit is valid. Lei has been successfully captured by Tsubaki's bone whip. He may still respond to Tsubaki's attempted decapitation under these circumstances.
Appeals Decision
1. Lei's additional claims to hit Takeo and Kyoji are invalid. The only connected hits I recall him making were against Takeo and not Kyoji. Lei illegally edited his posts numerous times so we can't really go off of what is presently written. As punishment, we will be working off of memory and context which is that he only attacked Takeo and thus the previous ruling stands and he may not connect additional hits.
2. Lei's use of precog saves is untimely as he needs to spend time analyzing before he uses his precog saves and he neglected to do that. He also illegally edited in his post before this and chose to ignore Tsubaki's attempted whip attack rather than respond to it, so the connection is valid.

Lei had 17 chakra as per my ruling on page 2. He used 6 CP in the following post which would leave him at 11 CP total going into page 3. The techniques used in his first post on this page will not be counted as he was 48'hrd and the post clearly fails to acknowledge his capture in the Water Prison. Going into his most recent post, Lei has 11 CP. He executes a series of techniques in a specific order:
First, he uses Cloud Suspension and Call of the Cloud which costs 10 CP (He is re-activating as upkeep was not paid in the previous round of posting). He is now at 1 CP.
Second, he uses soft body which costs 1 CP. That puts him at 0 CP. He is now officially unconscious as a result of chakra exhaustion. The Water Prison is partially absorbed but not destroyed. He doesn't have enough chakra to perform Lightning Bolt and thus all his attacks fail to connect. He is now unconscious and has been in the dome for three posts, in the next post he will be dead from drowning.
Appeals Decision
Staff has upheld this ruling on two grounds:
1. Lei still has the techniques listed OOC and he still describes using them IC. One sentence at the end of your post describing how you use two techs isn't enough to invalidate all of that. He used more techs than he had chakra for as evidenced IC and OOC, and is now trying to walk it back with a vague OOC sentence even after he was given warning that he was in danger of running out of chakra.
2. Call of Cloud and Suspension must be a re-activation as he failed to pay upkeep in his previous post. since there was no upkeep in the preceding post we must treat it as a reactivation.
Posting may proceed with this ruling in mind.
