Description: A scouting party encountered an elderly man from the Land of Waves claiming that his home, an outskirt town distant from the local village outpost, was ransacked. This group, he claims, is targeting small towns all around the Land of Waves and ritualistically sacrificing all of the residents in an effort to resurrect their ancient leader. The elderly man claims that this leader has the power of gods and must not be allowed to return. While his concerns are ludicrous, a group of ransackers in the Land of Waves poses a risk to the people of both the Lands of Fire and Water. Gather the following in as much detail as possible: the group's past targets, potential targets, order of risk for potential targets, approximate overall power of the group, and the group's base of operations. If possible, identify any important members. Avoid confrontation if possible; Konoha and Kiri will send an appropriate strike team once sufficient intelligence is acquired.
