Question

Hello everyone im new to this game and a i have three question…

First is kumo village open to start ?

Second. I dont find kumo clan very appeling but i definitively love the village and their unique jutsu too so can i take a clan from another village(like the uchiwa) and play it as a kumo shinobi if i have good reason in my history…

And last question can caracter have like Lightning chakra cloak and susano at the same time or is it would bro only one idem for the jinchuriki cloak or the senjutsu…

To answer your questions

1. Sadly Kumo is closed at the moment due to low activity levels.  The only villagaes that are open to registration are Konoha and Kiri.  

My suggestion would be to create a character to learn how the systems work, and then when the next activity check passes you can make a second character who's a wander and have them go over and join up with Kumo.  If they get enough people the village will open up to registration again. Though you might have to get in line since Iwa's also trying to reopen at the moment.

Alternatively you could take your first character and leave your starting village.  Preferably with premission from your kage so that you don't end up as a missing ninja. It'd be one way to get a Uchiha in Kumo.

2.  The only clans from another village that are open at the moment are from similar closed villages. So any bloodline from Suna or Iwa (or Kumo for the matter) would be fair game.  You'd have to wait for Konoha or Kiri to close to register as a bloodline from them elsewhere or as I said above join Konoha or Kiri for the bloodline you want and then leave the village. 

3.  It's possible to have both at the same time but since they give unique boosts only one set of boosts can run at a time.  But you can still use the other benfits like for example having your Sage mode kata while you're getting boosted by your chakra cloak
