Nyguyen had acquired the Hero Water from the Land of Waterfalls as a necessary outcome of the village's pre-war acquisition. All of the water was transferred to Konohagakure and secretly stored in the vault with only the Hokage having access to it. From this system only Nyguyen would be able to dole out Hero Water. He'd send 3 groups of A-Rank Guards to defend the Vault.
