For chakra costs, state the numeric value instead of the letter grade. Just as an FYI: creating "chakra ink" requires A-tier Intelligence and B-tier Stamina. If your idea is to place seals in an instant you would need to meet those parameters. But in any case, you can scribe seals beforehand on paper or scrolls and use them that way.

Classification refers to its availability. For instance, "Open" means everybody can learn it while "Personal" would be only the character. "Fuuinjutsu" is not a justified classification. Speed must be represented by a tier value. "Very Fast" is not an appropriate means of measurement. What is this "pocket dimension" you speak of? Something along those lines sounds like it would be limited to Kamui. To allow anybody to "own" a pocket dimension would be very power, and let alone allow them to infinitely store and call upon items by placing various seals that is not the original. If anything, such technique would be A-rank or higher.

Explosive Tags are the result of releasing a sealed, primed explosive. They are not by-products of Fuuinjutsu, otherwise Fuuinjutsu could in itself act as a bootleg Blast Release.

I recommend editing the range. Once your projectile extends two meters you will be unable to control it by how you have it written.

How do these kunai curve? As a Bukijutsu technique you would require some method to control these. If you plan of using chakra, your ability to control them would be based off your character's Coordination stat.

How much can you change the direction? A pure homing kunai that never loses momentum would at least be a B-rank technique. Slight direction shifting much like Phoenix Sage Fire would be acceptable. In this case, it would be the user's Coordination -2 tiers.

Summoning tools through this method is fine, however you must change the wording to "the user can activate the seal and summon 100 pre-seal tools..." You must seal these tools in advance and word it so it does not seem like you're getting 100 senbon for free.
