Background & Belligerents
A strange meteorite crash lands on the border of Waterfall and Bear. The meteorite then begins to infect the the surrounding plant and animal life with a strange organic energy source. This bizarre phenomena spreads its influence across a large area encompassing both nations' territory. The changes made are so profound that they defy scientific categorization and understanding. What is known is that this contamination is a fertile source of chemical wonder. The area blessed (or cursed depending on your perspective) with these properties is dubbed "The Hot Zone." The nation which can control, study, and isolate the various chemical and biological properties of the Hot Zone will be provided with an immense tactical boon. The pharmaceutical value of such samples are rumored to be in the trillions. Unfortunately, both Waterfall and Bear are sitting on hundreds of acres worth of this literal goldmine. As you can imagine, the matter cannot be resolved with mere words.
The Land of Bears claims that the meteorite was attracted to their country. They point to the fact that their nation was the direct center of which a previous meteor fell and that the blessings of that event had brought forth yet another. They claim spiritual and cultural reasons for why the entirety of the Hot Zone belongs to them. They also point to the fact that the majority of the Hot Zone bleeds into their nation. While they are correct that it is the majority, it is only by the thinnest of margins.
The Land of Waterfalls claims that technically the meteorite itself landed inside their borders. Therefore the meteorite and its influence belong to them. While they are correct, in reality, the meteorite is mere centimetres from established line demarcating the countries' territories. From there, its influence reaches out in every direction. They claim that their scientists had been tracking the meteorite for months and had actually used sophisticated technology to draw it into their borders. It claims that because of its heavy investment in astronomy and biological sciences, it has a moral and ethical claim to the Hot Zone. Only they can truly unlock the Hot Zone's secrets and use it for the betterment of mankind.
Each side recognizes that the Hot Zone is too valuable to leave up to mere diplomacy. They thus engage in a bitter and protracted struggle to claim the entirety of the area. Neither side is willing to split the Hot Zone and in addition to their own forces, they have hired outside help to assist them.
Special Reward
The side that wins this Theater of War will receive Chemical Implements that are created from the Hot Zone. These Chemical Implements can be Poisons, Medicines, Compounds, Provisions, or Drugs. They will be significantly more powerful than what can ordinarily be created using the Chemistry system.

Mission Goal: Assassinate/Protect the Lead Scientist for the Land of Waterfalls
Description: The Land of Waterfalls operates a Forward Operating Base located deep within their side of the Hot Zone. This Base primarily serves as an ad-hoc research installation. Their progress has been slow but steady for the majority of the conflict. Unfortunately, they have now brought in the Big Guns. One of the world's most talented Chemical Biologists has arrived to speed up the research installation's progress. He has been there for a single week and spies from the Land of Bears conclude that he has tripled the installation's productivity. He has bragged on social media that he is less than a month away from unlocking the Hot Zone's secrets.
The Land of Bears has determined that this cannot be allowed to happen. They have contracted outside help to assassinate the lead scientist code named "Bige Brain." The assassins will be air-dropped in while spies from the Land of Bears to take out the main guards. Meanwhile, the Land of Waterfalls has outsourced his protection to another. The protectors will guard Bige Brain and prevent his life from being taken. Victory is declared when either the assassins or protectors are incapacitated.

Mission Goal: Defend/Destroy the Land of Bears' Retreating Army
Description: A major battalion of Land of Bears shinobi are resting after a hasty retreat from the Hot Zone. They are too exhausted and low on chakra to fight back, however, they cannot afford to retreat too far from the Hot Zone. The Land of Bears is bringing in reinforcements to solidify their position and prevent a total rout. They have contracted help to defend their tired troops while a larger army arrives to back them up. Meanwhile, the Land of Waterfalls is sending an small assault squad to take out the opposing army before they can be shored up with reinforcements. Victory is declared when either the assassins or protectors are incapacitated.

Description: The Land of Bears is attempting to erect one of the largest barriers in history in order to seal off a large portion of the Hot Zone. They have already begun the process but it is in a delicate stage. If the sealing is interrupted and the participants killed it is unlikely they will have the resources for a second-attempt. They have thus contracted shinobi to held defend the Sealers and the Barrier. The Land of Waterfalls meanwhile have hired some help to take down the barrier and kill those erecting it. Victory is declared when either the assassins or protectors are incapacitated.

Relevant Plot NPCs Professor Cuomo
Mission Goal: Interrogate/Rescue Professor Cuomo
Description: A researcher who claims to know the origin of the meteor has arrived in the Land of Waterfalls. The man does indeed possess critical knowledge regarding the meteor and its properties but he refuses to spill the beans! The Land of Waterfalls has kidnapped him from his home and is holding him in a secret black site where he is to be interrogated. The Land of Waterfalls has hired a pair of shinobi, one to guard the black site (a shack inside the Hot Zone) and the other to make him talk. The Land of Bears has received wind of his capture and is now planning a rescue....so that they can interrogate him for themselves. Victory is declared when either the rescuers or interrogators are incapacitated.
Professor Cuomo is a Plot NPC and will be played by Staff or a Member for the purposes of this Mission. Professor Cuomo has an Intelligence and Constitution of S-Rank. He is fairly resistant to torture (both physical and psychological) but is not unbreakable. Ultimately, success will be contingent on defeating your opponent but if either side is particularly creative in getting Professor Cuomo to talk then they may be eligible for a bonus reward.

Mission Goal: Steal/Protect the Valuable Specimen
Description: The Land of Bears has gotten its hands on a particularly valuable Specimen extracted from the Hot Zone. It is contained in a large metal box that is being stored on a wagon and is being spirited away to Hoshigakure for further study. Rather than prepare an advanced military convoy, the Land of Bears has opted for a more discreete method. They have hired a pair of shinobi to act as merchants on their way to Hoshi to sell goods. These shinobi will act as protectors for the important cargo. Unfortunately, the Land of Waterfalls has gotten wind of this Specimen and has hired some shinobi to steal it and take it back to their side. Victory is declared when either the rescuers or interrogators are incapacitated.
